California’s Pool Safety Law When You Remodel
When a building permit is issued for a new pool or for remodeling an existing pool or spa at a private single-family home, California requires at least two of seven drowning-prevention safety features, inspected before final approval (HSC §115922, Contra Costa County).

How homeowners usually meet the rule
Removable, relatively low-cost, and keeps the yard open when the fence is down.
An automatic cover also keeps heat in and debris out; it costs more up front.
Permanent and simple to live with, if the yard layout allows it.

What is the new pool law in California?
Since January 1, 2018, the Swimming Pool Safety Act has required two of seven drowning-prevention features (up from one) when a permit is issued for a new pool or a remodel at a single-family home.
Does resurfacing my pool trigger the safety law?
Only if the work is done under a building permit for a remodel. Ask your building department whether your scope needs a permit.
