When a building permit is issued to remodel a pool or spa at a private single-family home, California requires at least two of seven drowning-prevention features, inspected before final approval (Contra Costa County handout, HSC §115922).

- Removable mesh fencing with a self-closing, self-latching gate
- An approved safety pool cover
- Exit alarms on doors with direct access to the pool
- Self-closing, self-latching devices on those doors, release at least 54 inches up
- An in-pool alarm that sounds when someone enters the water
- Other means of protection verified as equal or better

- Walnut Creek and Danville run their own building departments (Walnut Creek, Danville).
- Alamo, Blackhawk and Diablo are unincorporated: permits come from Contra Costa County.
- Lafayette handles zoning but uses County building inspection (Lafayette).
